Examination and Approval of Special Fund for Export Credit Insurance

Guangdong’s Management Rules of Special Fund for Promotion of Effecting Export Credit Insurance (issued jointly by the Department of Finance of Guangdong Province and the Department of Foreign Trade and Economic Cooperation of Guangdong Province, YueCaiWai [2001] No.70)

Flow Chart of Application Procedure

Guangdong provinces (except Shenzhen) that apply for fund for small and medium-size enterprises to develop international markets shall go through examination formalities with the Planning and Financial Division of the Department of Foreign Trade and Economic Cooperation of Guangdong Province.

Applying Enterprise
  [to submit application for effecting insurance ]
Guangzhou Business Office of China Export & Credit Insurance Co. underwrites such insurance
  The [applying enterprise shall pay 50% of the premium and submit its application for subsidization of Renminbi]
Guangzhou Business Office of China Export & Credit Insurance Co. conducts verification and tabulation.
  [to submit the applications before February 10 and August 10 every year]
to be approved by the Department of Foreign Trade and Economic Cooperation of Guangdong Province
  [within 10 working days ]
to be examined and approved by the Department of Finance of Guangdong Province
  [within 15 working days]
to conduct settlement of funds with Guangzhou Business Office of China Export & Credit Insurance Co.


Qualification for application and standards for subsidization

Exporting enterprises that can meet the following requirements may apply for special fund:
(I) Exporting enterprises that is registered as a corporate personality in Guangdong (except Shenzhen), licensed to deal in foreign trade by competent authorities, and accredited with a code of exporting enterprise by Ministry of Commerce of the PRC;
(II) Exporting enterprise engaged in general trade;
(III) Exporting enterprise that has effected export credit insurance with relevant insurance agencies and has paid premium;
(IV) Exporting enterprise that has not committed violation in terms of foreign trade and economy business, tax reimbursement for export, exchange control, customs control and etc. Any exporting enterprise that has effected export credit insurance with relevant insurance agencies in accordance with relevant provisions may be offered a subsidy of 50% of the paid premium (in Renminbi converted at the exchange rate provided by the government).
