Establishment of Foreign Investment Enterprise

Foreign investor or cooperative Chinese investor
 
 
Submit application form of starting foreign-funded enterprise to local county or municipal organs in charge of foreign economy and trade and Provincial Department of Foreign Trade and Economic Cooperation.
   
 
 
Registering name (with Municipal or Provincial Administration of industry and commerce)
   
 
 
Submit for approval feasibility study report, articles of association (with reply concerning the starting of project hereof from organs in charge of environmental protection, fire-prevention, health and land resources attached) to local county or municipal and provincial administrative organs of foreign economy and trade.
   
 
 
Applying for and receiving Permit Certificate from local municipal organ in charge of foreign economy and trade or Provincial Department of Foreign Trade and Economic Cooperation.
   
 
 
Registering enterprise (with Municipal or Provincial Industrial and Commercial Administration)
Establishment of enterprise
Completing enterprise stamp (from local Public Security Bureau)
 
 
Applying for enterprise’s ID number (from Provincial Bureau of Technical Supervision)
                     
Registering foreign exchange
Opening bank accounts
Tax registration
Customs registration

Entry/Exit Formalities

1. Above-mentioned are ordinary procedures for applying for establishment of foreign-funded enterprises.
2. Foreign-funded enterprise with investment of less than 3 million US dollars (3 million US dollar included) can submit its feasibility study report, contract and article of association to the competent authority of foreign economy and trade at various levels for approval.
3. Project beyond limits of our provincial approval authority, concerning production license permit or quota management or under state unified management shall be submitted to the examine and approve department authorized by state council for approval via provincial Planning Commission, Commission of Economy and Department of Foreign economy and Trade.
4. Project of technical renovation shall be submitted to county, municipal and provincial administrative organs of economy and trade for approval and then contract and article of association hereof shall be submitted for approval to the competent authority of foreign economy and trade pursuant to authority purview accredited to them.

6. Project located in each Development Zone, Tariff-free Zone shall be submitted directly to Administrative Committee of them for approval
