Import License for Electromechanical Products

Qualifications

1. The enterprise applying for aforesaid import license (hereinafter referred to as “The Applicant”) shall have no records of evasion of foreign exchange activities, exchange arbitrage activities, export tax-rebate cheating activities, smuggling activities and other illegal and law-contravening activities within the last 3 years;
2. The Applicant shall possess the trading rights for import of the products as applied for;
3. The Applicant shall have the capability with regards to production, sales, maintenance, service and component supply which matches the quantity applied for;
4. The Applicant shall have sound financial standing;
5. Aforementioned requirements No. 2, 3 & 4 need not apply to self-used imports, however, the Applicant shall still provide acceptable reasons;
6. With the exception of a few maintenance needs, the import of key components for complete sets of production equipment shall be applied by production enterprises with relevant production license;
7. Licenses for import of large-scale medical equipment and specialized equipment can only be applied for by end users.
8. Any other specified requirements.

Work procedure, materials required and time limit

2. The application is passed on to the provincial office for electromechanical products by the local municipal office for electromechanical products through the Website;
3. The provincial office for electromechanical products will examine the application and notify the importing enterprise of its decision through the Website;
4. The importing enterprise shall download the Application Form for Importing Electromechanical Product which has been examined and automatically numbered for import license purpose. The form shall be chopped with company seal and delivered to the service centre for import license of the Department of Foreign Trade and Economic Cooperation of Guangdong Province (in the business service hall, same thereafter). The importing enterprise then can pick up the Automatic Import License of the People's Republic of China (thereafter called "license pickup").
1. If there is an attachment to the Application Form for Import Electromechanical Products, a copy of the attachment shall also be submitted (chopped with company seal);
2. A photocopy of the business license (If it is the first time an application is made, the duplicate copy of the business license shall also be submitted);
3. Other materials required by relevant regulations (refer to the notes).
The provincial office for electromechanical products will examine the application and shall inform the importing enterprise within 3 working days if further materials is needed or if problems exist; the examination will be completed and approved within 3 working days if the application complies with requirements 1. The importing enterprise may entrust an agent to make the import application, but shall provide the agent with a letter of mandate.
2. In order to speed up the process, all written materials required shall be delivered by the importing enterprise to the relevant Office for electro-mechanical products.
3. Staff in charge of the matter in the importing enterprise shall underwrite and pick up the license with the Application Form for Importing Electromechanical Products which has been examined and automatically numbered for purpose of import licensing, and the ID card of himself (non-importing enterprise staff must also produce the mandate of the importing enterprise).
Products that require import license from the National office for Electromechanical Products 1. The importing enterprise shall apply through the Website (giving basic information of the enterprise and reasons of import), and shall delivered the written materials required to the local municipal office for electromechanical products;
2. The municipal office for electromechanical products will pass on the application to provincial office for electromechanical products through the Website;
3. The provincial office for electromechanical products will examine the materials submitted and pass the application on to the National Office for Electromechanical Products through the Website;
4. The National Office for Electromechanical Products will notify its decision to the provincial office for electromechanical products and the importing enterprise through the Website;
5. The importing enterprise shall approach the National Office for Electromechanical Products for relevant formalities and license pickup.

2. If there is an attachment to the Application Form for Import Electromechanical Products, the attachment shall also be submitted in triplicate ( with company seal);
3. A photocopy of the Business License;
4. Other materials required by relevant regulations (refer to the notes).
The provincial office for electromechanical products will examine the application and shall inform the importing enterprise within 5 working days if further materials is needed or if problems exist; the application will be passed on within 5 working days if all materials are prepared.
New products whose imports need to invite for tenders Products that require import license from Provincial office for Electromechanical Products 1. The importing enterprise shall entrust an international tender agent to invite for tender (refer to Implementation Rules on International Tender Invitation and Bidding for Electromechanical Products for detailed procedure);
2. The importing enterprise shall make the application through the Website according to the items such as the winning product of the bid, quantity, amount, country of origin, etc. as listed in the Notice of Result of International Tender And Appraisal of Tender, and in the meantime shall deliver the written materials required to the local municipal office for electromechanical products;
3. The Municipal Office for Electromechanical Products will pass on the application to the Provincial Office for Electromechanical Products through the Website;
4. The Provincial Office for Electromechanical Products will examine the materials submitted and notify its decision to the importing enterprise through the Website;
5. The importing enterprise shall go to the service centre for import license of the Department of Foreign Trade and Economic Cooperation of Guangdong Province for license pickup.

Provincial office for Electromechanical Products 1. The importing enterprise shall apply through the Website and deliver the written materials to the local municipal office for electromechanical products;
2. The municipal office for electromechanical products will pass on the application to provincial office for electromechanical products through the Website;
3. The provincial office for electromechanical products will examine the materials submitted and pass the application on to the National Office for Electromechanical Products through the Website;
4. The National Office for Electromechanical Products will verify and approve the application and notify the provincial office for electromechanical products and the importing enterprise through the Website;
5. The importing enterprise shall go to the service centre for import license of the Department of Foreign Trade and Economic Cooperation of Guangdong Province for license pickup.
1. Import application (giving basic information of the enterprise and reasons that a tender shall be exempted);
2. If there is an attachment to the Application Form for Import Electromechanical Products, the attachment shall also be submitted in triplicate ( with company seal);
3. A photocopy of the Business License;
4. Other materials required by relevant regulations (refer to the notes).
The provincial office for electromechanical products will examine the application and shall inform the importing enterprise within 5 working days if further materials is needed or if problems exist; the application will be passed on within 5 working days if all materials are prepared.
Import of Used Products Products that require import license from Provincial office for Electromechanical Products 1. The importing enterprise (end user) shall apply through the Website and in the meantime delivered the written materials required to the local municipal office for electromechanical products;
2. The municipal office for electromechanical products will pass on the application to provincial office for electromechanical products through the Website;
3. The provincial office for electromechanical products will examine the materials submitted and notify its decision to the importing enterprise through the Website;
4. The importing enterprise shall go to the service centre for import license of the Department of Foreign Trade and Economic Cooperation of Guangdong Province for license pickup.
1. Import application (giving basic information of the enterprise and reasons of import and reasons of import);
2. If there is an attachment to the Application Form for Import Electromechanical Products, the attachment shall also be submitted in duplicate ( with company seal);
3. A photocopy of the Business License;
4. The Work Contact Slip For Filing on Record of The Import of Used Electromechanical Products issued by the inspection and quarantine departments, and the notes to equipment testing;
5. Other materials required by relevant regulations (refer to the notes).
The provincial office for electromechanical products will examine the application and shall inform the importing enterprise within 5 working days if further materials is needed or if problems exist; the examination will be completed and approved within 5 working days if the application complies with requirements 1. With regards to supervision of imported equipment for the processing trade, in cases where the price indication has been removed by the Customs and an application for import is needed, the application shall follow the procedure for the import of used electromechanical products;
2. Other remarks are the same as above.
Products that require import license from the National office for Electromechanical Products 1. The importing enterprise (end user) shall apply through the Website and in the meantime delivered the written materials required to the local municipal office for electromechanical products;
2. The municipal office for electromechanical products will pass on the application to provincial office for electromechanical products through the Website;
3. The provincial office for electromechanical products will examine the materials submitted and pass the application on to the National Office for Electromechanical Products through the Website;
4. The National Office for Electromechanical Products will verify and approve the application and notify the importing enterprise through the Website;
5. The importing enterprise shall approach the National Office for Electromechanical Products for relevant formalities and license pickup.

3. A photocopy of the Business License;
4. The Work Contact Slip For Filing on Record of The Import of Used Electromechanical Products issued by the inspection and quarantine departments, and the notes to equipment testing;
5. Other materials required by relevant regulations (refer to the notes).
The provincial office for electromechanical products will examine the application and shall inform the importing enterprise within 5 working days if further materials is needed or if problems exist; the application will be passed on within 5 working days if all materials are prepared.
Amendment of Import License License amendment for products that require import license from Provincial office for Electromechanical Products 1. The importing enterprise shall deliver an written application for the amendment of import license to the provincial office for electromechanical products together with the license already picked up;
2. The provincial office for electromechanical products will examine the application and notify the importing enterprise;
3. The importing enterprise shall approach the provincial office for electromechanical products to pick up the old license and go to service centre for import license of the Department of Foreign Trade and Economic Cooperation of Guangdong Province for new license pickup.
1. Application of amendment of license (giving detailed information of the amendment and reasons, shall be chopped with company seal);
2. Return the Automatic Import License that has been picked up.
The Provincial Office For Electromechanical Products will examine the application and shall inform the result within 2 working days; the examination will be completed and approved within 2 working days if the application complies with requirements  

Notes:

  • A photocopy of the project approval letter, the contract of undertaking the project construction by a construction company and the notice of winning the bidding shall be provided for import of goods for the invested project;
  • The standard management certificate of filing for record for import of electromechanical products shall be provided for the import of Electromechanical Products listed in Standard Management Catalogue for Import of Electromechanical Products;
  • A photocopy of the water transportation certificate from the Ministry of Transportation shall be provided for the import of shipping vessels;
  • A photocopy of the approval letter for import of compact disk production line from the department in charge of press and publication, a photocopy of the production license for compact disk and the list of equipment for compact disk production to be imported shall be provided for the import of compact disk production equipment;
  • A photocopy of the approval letter for product model verification from the relevant wireless management committee shall be provided for the import of mobile telecommunication equipment;
  • The approval opinion letter from the State Administration of Broadcasting and Television, the approval opinion letter from the State Administration of Radio (the seals or approval opinions of the two departments shall be chopped or added in the remark column of the application form) shall be provided for the import of radio and television broadcasting equipment;
  • The certificate of sales authorization from foreign manufacturers shall be provided for the import of trucks and passenger coaches for resale;
  • The Publication of Vehicle Production Enterprises and Products shall be provided for the import of key vehicle parts for the complete set of production equipment;
  • The application for import of tobacco processing equipment shall be pre-examined and passed on by the State Administration of Tobacco Industry;
  • A photocopy of the approval letter from the water transportation certificate from the Ministry of Transportation or the approval letter from the General office of the Ministry of Transportation and the technology appraisal letter of used shipping vessels (in duplicate) shall be provided for the import of used shipping vessels;
  • A photocopy of the business license for printing operation and the approval letter (shall be submitted by foreign-invested enterprises), the feedback opinion letter from the National Copyright Administration and the contact slip of filing for record for used Electromechanical Products issued by the General Administration of Quality Inspection of PRC shall be provided for the import of used offset press printing machines;
  • The approval letter, a copy of the list of equipment of the invested project (specified as used equipment) shall be provided for the import of used Electromechanical Products for the project invested by foreign-invested enterprises;
  • Other materials as required

The extension of and amendment of the automatic import license

1. The automatic import license is valid for one year. Due to late shipment and for acceptable reasons, the validity of the license can be extended by application within the period of validity. Only one extension is allowed.
2. If the automatic import license needs to be extended for reasonable cause, a written application shall be submitted. No amendment to the user of import products, method of trade, use of products, product name, quantity and condition of equipment is allowed. No more than 3 amendments to the automatic import license are allowed.
3. In case of application for extension and amendment, all triplicate copies of the automatic import license shall be returned. A new license will be issued in case of extension and amendment of the automatic import license and the cost for the replacement shall be paid for.

Matters for attention

1. When making online application, the remark column of the application form shall only be filled with "non one batch one certificate"and the country of origin as needed. Other causes and reasons need to be explained shall be written online in the column of "Explanation of the Enterprise";
2. Attention shall be paid to the use of the column of "Explanation of the Enterprise". The import of products that subject to special regulations of the state (such as standardized products of filing for record), technological renovation project, import with relatively large quantity and with other causes and reasons to be given shall be explained online in the column of "Explanation of the Enterprise";
3. In case the import application comes with an attachment, the handwritten attachment shall be the same as the one submitted online, otherwise the application will not be accepted;
4. In addition to online application, any written materials that need to be submitted shall be submitted timely;
5. Enterprises shall contact the local office for Electromechanical Products to solve problems arising from the process of application.
