| Procedures and Attentions
of Transacting Statement on End-User and End-Use |
1. Statement on End-User and End-Use adopts standard
format printed and numbered uniformly by the Ministry
of Commerce. The format, which has been noted to
embassies of related nations in China for reference,
cannot be printed or copied by applying unit itself
who can only get it in the Technology Trade Division
of the Department of Foreign Trade and Economic
Cooperation of Guangdong Province.
2. Preliminary examination procedures on applying
for Statement on End-User and End-Use focus on importers
who should fill all the forms except for those items
filled by end users like Statement of Importers
and End Users in the 3rd form and Arrival Demonstration
of Goods in the 4th form. In case of importers import
goods for self use, the importers and end users
can be the same unit.
3. Importers should apply for preliminary examination
of Statement on End-User and End-Use after the contract
has been signed by exporters under the principle
of one piece for one contract except for multiple
pieces to different users, different usage or applying
export to different countries for one contract.
4. Importers should provide photocopies of documents
approving the enterprise/company to enjoy foreign
trade right, duplicate copy of contract and photocopy
of Statement on End-User and End-Use signed and
stamped by municipal authorities of foreign trade
and economic cooperation while transacting preliminary
examination of Statement on End-User and End-Use.
Beyond the materials above mentioned, foreign investment
enterprise shall provide photocopy of business license
for inspection and recording.
5. Oversea donations or non-trade import under various
cooperation agreements (such as agreement between
governments, agreement of technical intercourses,
etc), can have Statement on End-User and End-Use
applied by reception units as importers which, however,
should provide related documents, reception letters
or photocopy of agreement to prove non-trade of
the import.
6. There are a set of four forms for Statement on
End-User and End-Use with same numbers in upper-right
corner of each form in one set.
7. If the Statement on End-User and End-Use submitted
to the Technology Trade Division of the Department
of Foreign Trade and Economic Cooperation of Guangdong
Province for preliminary examination is filled in
accord with the requirement, it's usually not more
than 7 working days for the verification. The department
will issue the table of preliminary censor registration
on Statement on End-User and End-Use, together with
Statement on End-User and End-Use, to the applicant
for verification in the Department of Science and
Technology in MOC. |
